Vintage Weiss ? Aquamarine Brooch Floral AB Rhinestone Crystal BeadRage
My best guess is it's Weiss although not signed - could be D&E just not sure. It is old - very old. There's 6 of those amazing floral cabochons with a rhinestone center. Amazingly mint ab rounds and marquis with no dead or missing stones. The backside appears to be pewter - I have replaced the bar clasp with new. Aside from that I made no attempt to clean this piece. I've had it for 30 years so I'd say it's 40's or 50's based on the manufacturing. All stones are securely prong set.
